Enquanto ainda estava na escola, Steve formou sua primeira banda, calcada no blues rock, chamada Uriel, com Dave Stewart, Mont Campbell e Clive Brooks. A banda se separou em 1968, com os outros membros então formando a banda Egg, mas eles temporariamente se reuniram usando nomes fictícios para gravar o álbum Arzachel, em 1969. Hillage também participou como convidado no último álbum lançado pelo Egg em 1974, The Civil Surface.
Em 1969, Hillage começou seus estudos na Universidade de Kent em Canterbury, fazendo amizade com membros das bandas locais, Caravan e Spirogyra, ocasionalmente fazendo algumas sessões de improviso com eles. Durante esse período, escreveu canções acumulando material suficiente para um álbum no final de 1970. Sua atividade com o Caravan colocou-o em contato com Terry King, produtor da banda, que conseguiu que Hillage assinasse com a gravadora Deram com base em seu material demo, gravado com a ajuda de Dave Stewart do Egg. No início de 1971, Hillage então formou a banda Khan com o baixista/ vocalista Nick Greenwood, ex-Crazy World Of Arthur Brown. Embora o futuro membro do Gong e Hatfield And The North, o baterista Pip Pyle fosse envolvido nos estágios iniciais, a formação final incluiu o organista Dick Heninghem e outro baterista, Eric Peachey, que recentemente haviam colaborado no projeto solo de Greenwood, gravado na Califórnia, em 1970, mas lançado somente em 1972.
Após uma série de concertos em 1971, vários deles como banda de apoio ao Caravan, Khan começou a gravar seu primeiro álbum em novembro, Space Shanty, época em que Heninghem tinha deixado o grupo, forçando Hillage a trazer seu ex-companheiro de banda, Dave Stewart para os teclados. O álbum foi lançado em maio de 1972, mas as divergências musicais entre Hillage e Greenwood culminaram com a saída do último e após algumas tentativas sem sucesso de inclusão de novos membros, Hillage preferiu dissolver a banda em outubro de 1972.
Hillage imediatamente juntou-se a Kevin Ayers, participando de seu álbum de 1973, Bananamour e em turnês pelo Reino Unido e na França por dois meses. Durante esse tempo, ele se tornou grande fã da banda Gong, optando por ficar na França depois da turnê para juntar-se a banda. Em janeiro de 1973, participou das sessões do álbum Flying Teapot, a primeira parte da trilogia Radio Gnome, passando logo depois a ser membro efetivo da banda. A formação clássica do Gong estava agora no ar, com Daevid Allen, Gilli Smyth, Didier Malherbe, Tim Blake, Mike Howlett e Pierre Moerlen, gravando mais dois álbuns da trilogia, Angels Egg e You, antes de uma mudança na formação, em 1976.
Em novembro de 1973, Hillage participou de uma apresentação “ao vivo no estúdio” do álbum Tubular Bells, de Mike Oldfield, feita para a BBC, hoje disponível no DVD Oldfied Elements, lançado em outubro de 1993.
Quando Allen, fundador e idealizador do Gong, deixou a banda em abril de 1975, Hillage assumiu a liderança, mas encontrou nesta posição um desconforto cada vez maior, culminando com sua saída no final do ano para investir na sua carreira solo. Tal motivação veio do sucesso conseguido após o lançamento de seu primeiro trabalho solo, Fishing Rising, gravado ainda quando membro do Gong, inclusive com a participação da maioria de seus companheiros de banda. Seu próximo trabalho, o álbum L, foi gravado nos Estados Unidos usando músicos da banda Todd Rundgren’s Utopia.
Durante a segunda metade da década de 1970, Hillage já havia feito seu nome como guitarrista, compositor e intérprete de prog-rock/fusion. Seu álbum de 1977, Motivation Radio, com músicas mais curtas, parecia que marcaria o final nos longos exercícios instrumentais de trabalhos anteriores, mas o álbum Green, de 1978, coproduzido por Nick Mason do Pink Floyd trouxe-o de volta as origens.
Durante os anos 80s, Hillage trabalhou como produtor musical para artistas como It Bites, Simple Minds, Murray Head, Nash The Slash, Real Life, Cock Robin, Tony Banks e Robyn Hitchcock, voltando a essa atividade somente em 1994, produzindo Up To Our Hips, da banda The Charlatans.
Depois de ouvir a banda The Orb tocar o seu álbum de 1989, Rainbow Dome Music no estilo música ambiente, Hillage e sua namorada e colaboradora de longo tempo, Miquette Giraudy, começaram a atuar no início de 1990 com esse gênero, formando a banda System 7. Eles logo se tornaram parte da cena de música underground em Londres com Hillage sendo a figura-chave para influenciar os organizadores do Festival de Glastonbury a reconhecer o estilo e montar a primeira tenda de música ambiente na qual ele participou de todo planejamento.
Em novembro de 2006, para surpresa geral, Hillage e Giraudy voltaram a se reunir com a formação (na sua maioria) da "era clássica" do Gong, durante a turnê da banda, Gong In Convention, com uma apresentação no centro cultural Melkweg em Amsterdã, Holanda, constituída quase inteiramente de material da trilogia Radio Gnome e Camembert Electrique. Hillage e Giraudy também se apresentaram com outras formações ao longo daquele fim de semana. Primeiro como Steve Hillage Band, juntamente com o tecladista Basil Brooks, o baixista Mike Howlett e o baterista Chris Taylor, tocando na maior parte, material dos álbuns solo de Hillage e posteriormente como System 7, com material já dentro do gênero música ambiente.
A turnê Gong In Convention foi reprisada com um pequeno número de concertos realizados em Londres em junho de 2008, com Hillage e Giraudy na formação principal, que incluiu também Daevid Allen, Gilli Smyth, e Mike Howlett. Hillage e Giraudy continuaram a se apresentar em turnês com o Gong ao longo de 2009 e 2010, mas não participaram das apresentações da banda em 2012.
Hillage também colaborou com a banda Ozric Tentacles, expressiva no gênero space/rock, no álbum de 2004, Spirals in Hyperspace.
Em janeiro de 2007, quatro de seus álbuns - Fishing Rising, L, Motivation Radio e Rainbow Dome Musick - foram relançados no Reino Unido remasterizados em CD, com todos, exceto o último, contando com faixas bônus inéditas. Em fevereiro de 2007, Green, Live Herald, Open e For To Next/And Not Or, seguiram o mesmo caminho.
